A budget survey by the Association of Directors of Adult Social Services shows costs have risen by over £20billion this year - and it's still not enough to cover the deficit.
Nearly one in 3 home care services surveyed have had to shut down in the last 6 months through lack of funding.
The government says it will issue plans for a reformed system in the upcoming months.
