Prison reforms could see shorter sentences abolished.
The Prisons Minister Rory Stewart has told the Daily Telegraph that shorter sentences were "long enough to damage you and not long enough to heal you".
The changes to the system could relieve some pressures on the prison system.
It's reported that ministers are considering abolishing the shorter sentences.
Prison populations have doubled since the 1990s in 2018, figures show.
Over half of these are on short-term sentences, Mr Stewart said in Parliament.
