Concerns for children growing up in England
One in five children in England are growing up with a vulnerable family background
They live with parents mental health problems, addiction or domestic violence, and 830,000 children are 'invisible' to services, according to the Office of the Children's Commissioner for England's third annual Vulnerability Report.
The Commissioner calls for an urgent £10 billion-a-year investment for children's services, after statistics show that fewer children are receiving help from councils.
