That's according to a report by the Howard League for Penal Reform and the Centre for Mental Health.
The report says the rise in prison suicides has coincided with budget and staffing cuts, and an increase in the number of people in prison which has led to overcrowding.
It says investment in staffing must be combined with a reduction in the prison population if prisons are to become safer.
It also calls for the revised Incentives and Earned Privileges scheme to be scrapped, and for people at risk of suicide not to be placed in solitary confinement.
